What is the correct way to display a VM in an guest OS running a VM with GPU passthrough.

What exactly do you mean by "display a VM"?
You want to remote access another VM from inside a VM?
 
I would like to get the X of a running VM as a window within another running VM (that uses passthrough).
 
Why are you not using VNC or SPICE? Shouldn't make a difference if you run the client from within a VM or bare metal.

I have a desktop VM that uses GPU and USB passthrough. From within that VM I can access Proxmox web GUI and see the virtual displays of other VMs. Most VMs use Display: SPICE, so I can see their display and hear sound. Most run Linux with qxl installed by default but I also have a Windows with VirtIO drivers.
