Make hot-plug/hot-unplug on PCIe Root Ports optional to allow libvirt
manage it and restrict unplug for the whole machine.

no that is not directly possible with our configuration, you'd have to add the nic manually with the 'args' parameter or manually edit the output of 'qm showcmd'
