differnce from user whitelist vs admin?

Hi,
I was wondering if someone could shed some light, on the spam console if i put whitelist, it whitelist the Email or domain in user whitelist but not on the who list. What is the difference? What i noticed is that i have rules to block all zips but i have white list as 98 while blockzip i have 80 it only bypass if the user is on the who whitelist and not the on user whitelist.

the user white and blacklist only is relevant for the spam quarantine

if a mail would go into the quarantine but the user has the sender in their user whitelist it gets delivered
if a mail would pass the spam check but the user has the sender in their user blacklist it gets quarantined

Thanks for the reply, so only applies for spam and not for rules like blocking zips that would only pass putting it whitelist on the webgui on the who
