Good day.

Installed FreeBSD 12 as a guest on Proxmox ve 6.3.
Installed Gnome3. When startx starts, the Gnome window starts, but the mouse and keyboard do not work.

Mouse doesn't work in text console either.

From Xorg.0.log:

Code:
Option "Device" "/dev/atkbd0"
[ 351.858] (EE) AT Keyboard: cannot open "/dev/atkbd0"

PS/2 Mouse: always reports core events
[ 351.860] (**) Option "Device" "/dev/psm0"
[ 351.860] (==) PS/2 Mouse: Protocol: "Auto"
[ 351.860] (**) PS/2 Mouse: always reports core events
[ 351.860] (EE) xf86OpenSerial: Cannot open device /dev/psm0
Device busy.
[ 351.860] (EE) PS/2 Mouse: cannot open input device

What do you advise?

Have you enabled the mouse on Gnome?
please post the output of cat /etc/rc.conf
Not enable in Gnome.
The mouse is now working. Inexplicably.

rc.conf without network settings.

sshd_enable="YES"
moused_enable="NO"
moused_type="NO"
ntpdate_enable="YES"
hald_enable="YES"
dbus_enable="YES"

# Set dumpdev to "AUTO" to enable crash dumps, "NO" to disable
dumpdev="AUTO"
#gdm_enable="YES"
keymap="ru.win"
#scrnmap="koi8-r2cp866"
#font8x16="cp866b-8x16"
#font8x14="cp866-8x14"
#font8x8="cp866-8x8"
#mousechar_start=3

#moused_type="auto"
#moused_port="/dev/psm0"
#moused_flags="-m 2=3"
allscreens_flags="-m on"

But the keyboard still doesn't work.
dmesg? xorg.conf? xorg.log?

You are using noVNC right? have you tried to use SPICE?
No, I haven't tried it. I'll try. But most likely this is exactly the problem with devices on freebsd
from xorg.log current:

XINPUT: Adding extended input device "System keyboard multiplexor" (type: KEYBOARD, id 6)
[ 61208.652] (EE) Error loading keymap /usr/local/share/X11/xkb/compiled/server-0.xkm
[ 61208.652] (EE) XKB: Failed to load keymap. Loading default keymap instead.

How to solve it now?

which package?
