This just says that 207.180.199.138 does not listen on port 25, and that your PMG tries to deliver the mail for 'gerencia@xxx.com' to that IP
if xxx.com is a domain you want to accept mail for - then you need to add an entry in Transport (where does mail for xxx.com belong to)
if xxx.com is an external domain your users want to send mail to - then either your DNS-system has a problem, or xxx.com is not configured correctly or the mailserver for xxx.com is down.

Since the mail is handed to the external port of pmg-smtp-filter I would assume one of the last two reasons

would also disable spf and greylisting, as what @Stoiko Ivanov ivan says verify that its using DNS internally and not externally (8.8.8.8) as for the transports would be your email server and the port of your email server which normally is 25 depends if your running postfix you can check in the master.cf
