deleting vm via api, what does purge: true do?

There is an option to purge when deleting a vm. The description is "Remove VMID from configurations, like backup & replication jobs and HA."

Question, if it removes it from the backup configuration, does that cascade down to the proxmox backup server and delete the backups as well?

no, that just means that references to that VMID are removed from backup job configs.
