I accidentally deleted /etc/pve and was wondering how I can restore it. My web gui no longer loads..I heard that it was cached in a dB but I'm wondering that's true and if I can recover it with 0 backups and I don't have a spare drive to install proxmox on.

It isn't cached in a DB. It's a DB that presents it's contents as files in /etc/pve. See here: https://pve.proxmox.com/wiki/Proxmox_Cluster_File_System_(pmxcfs)
But when deleting files in /etc/pve it should also be deleted in the DB, so without a backup of the /etc/pve folder or the config.db you are probably out of luck.
