Deferred for TLS failure

Getting this error in our logs:

Jun 27 10:36:43 vx-proxmox-03 postfix/smtp[614812]: 39A239C1183: to=<updswqmsg@upsmtp.up.com>, relay=173.229.254.161[173.229.254.161]:25, delay=0.06, delays=0.05/0/0.01/0, dsn=4.7.5, status=deferred (Cannot start TLS: handshake failure)

I have setup a TLS destination policy to not require TLS for that domain and IP address, but that doesn't seem to make a difference:

please check:
* /etc/pmg/tls_policy
* /etc/pmg/tls_policy.db (this needs to have a newer mtime)
* restart postfix (systemctl restart postfix)

and send a new test-mail - if it still does not work - please provide a bit more of the logs
