This is a very nice feature. But some users are not happy to receive it automatically.
Especially if your account uses aliases, like peter.miller@domain.com and miller@domain.com.
Then you get it twice.

Questions

Is there a way to switch on/off this feature by user ?
How can a user "login manually" to his spam queue ?
Is there a Spam-Admin per Domain ?

no - not directly - one option is to create a 'Who Object' with all users who don't want to get the quarantine notification - and simply not put their mails into quarantine (but rather modify the subject with a [SPAM] tag and Accept the mail)

How can a user "login manually" to his spam queue ?
* either through the link in the quarantine report - or - if you have an LDAP setup - they can login with their LDAP credentials
Is there a Spam-Admin per Domain ?
no - the permission system is global and does not take into account domains
