CPU usage

Good evening everyone,
In my tests with Proxmox, I see abnormal consumption of CPU resources.
My proxmox server is mounted on a standard computer with a Corei5, 8GB of RAM and 2TB HDD.
Currently 2 Windows 10 running at the same time but no program is launched. On each Windows Task Manager 10 inquide azctivité a 3% maximum CPU and the Proxmox Administration Console indicates ~ 66% CPU used.
How is it possible?
Is there a way to limit CPU consumption?

I'm also facing the same issue with Windows 7 KVM. Linux KVMs are fine.

The host cpu usage stable at 40~80%, sometime spike until 250%.
The KVM running Windows 7 show cpu usage < 2%, physical RAM consume is about 50%.
The KVM is 4 core CPU and 4GB RAM.
