CPU: more core with less speed vs less core with more speed?

I'm on the fence between these hardware for a new server running Proxmox:

• Intel Xeon D-1531 CPU - 6C/12T - 2.2 GHz
• Intel Xeon E3 1245v5 CPU - 4C/8T - 3.5 GHz
• Intel Xeon E3 1240v6 CPU - 4C/8T - 3.7 GHz

It will use only LXC containers on it (usually 16/20). What CPU does it suit better for Proxmox?

Depends on your workload, if its mostly single threaded then Faster cores help, else go for more cores. but in your case the the Xeon E3 1240 V6 is better. but why take this. for a similar price point you will get AMD Ryzen or for a little more get AMD EPYC 8 Core

Is the AMD Ryzen 7 3700X better than those 3 mentioned before? Does Proxmox work well on AMD Ryzen series?

"better" is subjective.... Are you building this system yourself for home? Is it an enterprise setup? Is it in a place you can access? Is it a hands-off data centre?

If you're building something for home, certainly a Ryzen + mainboard is a better / cheaper / faster option... Once you get into the other scenarios, you probably won't find a rack mountable Ryzen system - nor one with dual power supplies / remote management etc...
