As you can see the CPU should be capped at 75% (3 CPU Limit) but it it constantly goes above this. If I manually update this setting again (changing 3 to 2 and then back to 3 again) then it starts taking effect again. I have seen this happen a few times now.

Is there a bug that causes this? I am using pve-manager/6.4-8/185e14db

If you seriously want to limit the CPU usage of the VM then why would you assign 4 vCPUs anyways?
Assign one socket, 3 vCPUs and your are fine. Still you might observe more consumed CPU because the host itself will need cycles.
Aside that switch your CPU type to "host".
KVM64 limits the instruction set and has a performance penalty.

Well maybe you should ask why that feature even exists. There are lots of use cases I am sure.

Thanks for the info about KVM64 I have not noticed it doing this on virtual machines running host flag.
