CPU have 100% usage

hi
i have standalone proxmox 3.3-1
CPU 48x Intel(R) Xeon(R) E5-2697 v2@ 2.7GHz (2sockets)

CPU usage always be 20%

but add VM linux Centos 5.5 with Oracle DB
this VM always 100% CPU usage 4socket 2core make oracle down
can someone help

I think you need to detail more
- how is your node hardware and relevant storage (including disks/raids and ram and what means "CPU 48x"?)
- and of course the troublend VM config,
- and maybe also how much of the hardware is already in use by other tasks (eg: other VMs, how many , how many core3s,m how much ram)
- and also "CPU usage always be 20%" and "this VM always 100% CPU usage":
you see this 100% from PVE or also in the VM o.s. (centos) its cpu is 100%?
while "normal" 20% is for what and seen from where/how?
