Hyper-threads count as 10% to 30% of a real core. Best to go with more cores (which then usually also have more cache since they don't have to share).
Note that this question is not at all Proxmox specific and other hardware guides on the internet will also apply.
EDIT: 4 and 6 are rather low numbers nowadays for an enterprise hypervisor. Maybe buy a server instead of (old) consumer hardware?
EDIT2: Maybe just buy the cheapest one and buy an enterprise SSD with PLP, to get some decent I/O performance for your VMs.
