Correct way to whitelist and email address?

Hello All,

I'm getting messages quarantined for a sender which is being whitelisted.

Under Who Objects I have added to whitelist a specific e-mail address of lets say x@123.com, however it keeps getting rejected.
I have whitelist priority at 94, and I could move it above blacklist rules with 96/98 or Virus with 96, would the best practice be to list virus type rules first, then whitelist, then blacklists ?

1. Assign higher priority for your whitelist rules above others blacklist/quarantine/block rules. Is a good idea to put virus rules above whitelist too,
2. Who objects domain/email refer to Return-Path.

To confirm, show the full raw email format and mention the email reject/block by which rules for trouble-shooting.
