In VMs it's usable via PCI(e) passthrough, if you can assign an entire GPU to a VM. (or potentially virtio-gpu via OpenGL? added more for completeness sake, not sure how or if that would work, and it's certainly not supported OOTB)
For containers it's more complicated. Some claim to have got Intel's QuickSync working in containers by assigning the DRI interfaces, you can search the forum for posts on that matter. However, this is also not really supported OOTB.
