Console output stops after udev

I just updated a Debian Buster to Debian Bullseye. It works, I can access the machine using ssh, but the Proxmox console stops after:

Waiting for /dev to be fully populated...

The tty's are running:

1191 tty1 Ss+ 0:00 /sbin/getty 38400 tty1
1192 tty2 Ss+ 0:00 /sbin/getty 38400 tty2

Anyone a hint?

Do you run Bulleye as a LXC container?

Nope. Just a VM. I copied Buster to a new VM and upgraded it to Bullseye. The Buster still works. I retried, same result.
Btw: Proxmox6.
It is a sysV init system, no systemd.
