Hello, everyone, I had my Proxmox hook to a router and it had a local IP, Then I remove the router and set a static ip and double check at /etc/network/interfaces, and a it look correct, but wont load up, so I connect direct to the server and it still showing a local ip and not a public ip, please help

If you refer to "showing a local IP" as in what it shows on the screen attached to the server, that info is static, and found in the /etc/issue file.

Like Moayad said, after the change, log in via the console and run the ip a command, and/or perhaps also the cat /etc/network/interfaces command to get your current config to see if we can spot anything wrong (perhaps even a photo of the screen if nothing else).
