This will be for a low-budget environment with fewer than 10 VMs. We are planning a Proxmox two-node cluster with Qdvice. Additionally, we plan to connect two HPE servers directly via SFP+ cables for storage traffic, without using a 10G switch. We need to validate if this solution is supported under the standard paid support plan."

To receive an official response from Proxmox GmbH, you should contact them directly via shop.proxmox.com.

That said, your proposed architecture looks fine. Proxmox GmbH will likely support it as far as PVE is concerned. The storage connection itself is between you and your storage vendor, though I suspect Proxmox support would still provide best-effort assistance if needed.
