Hello,
I'm currently trying to establish a two-node proxmox cluster, according to http://pve.proxmox.com/wiki/Two-Node_High_Availability_Cluster.
My quorum disk is iSCSI shared drive with multipath connection and clustat shows it as cluster member.
But after node reboot, quorum disk is not recognzed anymore, and all the cluster-related services are down. Starting them by hand worked for me.
It seems that a service race occurs during boot - cman starts before open-iscsi, so no qdisk is avaiable, according to logs.

Is your iSCSI node configured to start-up automatically?
See under /etc/iscsi/nodes. Look for the file default. It should contain: node.startup = automatic
