Cluster Service Manager Not Stopping When Shuttingdown

I don't know if this is a problem or if I am not shutting down the servers correctly.

I have two servers
Hp Proliant DL385
with RAID 5
Proxmox 2.x
drbd is setup with primary/primary
two node cluster

When I am shutting down one of the servers (shutdown -h 0) everything seems to be going just fine. Then once it gets to the "Cluster Service Manager" the service will not stop. Once it gets to this point the server hangs until I reset the servers through iLo. Both of the servers do this, any help?
 
Sorry are you talking about fencing? If so then yes they are in a fencing domain but HA is not working.
 
I believe that I figured out what was wrong with this. The rgmanager fails when I start node2 so, node1 can't tell node2 that it is shutting down so, it will hang at the cluster service manager. I now realized where this problem originated from I installed some packages and one of them was a bad kernel this was done by accident. The kernel was uninstalled after I realized what happened.
I did aptitude update && aptitude safe-upgrade to see if that would fix the problem with the rgmanager but no luck so far.
