Cluster or not?

I would like to have a backup machine which is not powered 24/7 but maybe once a week to sync/backup some vm's, do I need a cluster for ease of copying vm's etc, or is it better to have separate nodes? Can I sync/copy/backup vm's from one node to the other which are not part of a cluster? Does a machine in a cluster mind being turned off?
 
A cluster of two nodes is asking for trouble (see the forum). Maybe have a (VM or container) PBS running on each Proxmox (and do regular backups on the fly) and have them sync once a week (when you power on the second Proxmox). Then you always have a Proxmox with a working local PBS from where you can restore VMs.
