Hi there i am trying to use https://cloud-images.ubuntu.com/ templates with proxmox i have tryed proxmox-deploy with no luck any one got any sugestiongs

You should use our Ubuntu LXC templates (integrated downloader).

proxmox-deploy is not a core Proxmox VE tool, so I cannot comment on that.
cloud-init for Proxmox VE is on the roadmap but not yet ready (testing is possible, pls check the pve-devel mailing list).
