clamav update failed.

I manual install PMG on debian 10.It's all done.But when I update clamav database.It's will show error message.

ERROR: Can't open/parse the config file /etc/clamav/freshclam.conf
TASK ERROR: command '/usr/bin/freshclam --stdout' failed: exit code 2

How to check this error?

I disable apparmor.service. It's can run update av.
