Ceph, Windows VM and storage

Hi. I need to build nas solution based on Windows Server 2019 (Virtual).
99% of the data will be video files (35Mbit bitrate - quite big). Therefore, shared resources must be large (e.g. 20TB or more). The question is whether it's better to make one large raw disk - the 20TB mentioned or create smaller ones (e.g. 4TB) and combine them in Storage Pools under Windows.

Create one big image and let Ceph handle the distribution. Adding Windows Storage Pools just adds another unnecessary layer of abstraction and possible performance loss.
