Ceph Osd can't change configuration

I want to configure Ceph Osd, but when Reboot Proxmox configures it back to default What should I do?

What Ceph version are you using?

I want to reduce the use of Ceph memory because the Ram is not enough.
i use ceph version 14.2.1

Your above commands change only the runtime settings, these are lost on service restart. Use either the ceph.conf file or write it into the ceph config section in the MON DB, see the link.
