Ceph issue with update from Hammer to Jewel

I updated cehp from Hammer to Jewel according to manual https://pve.proxmox.com/wiki/Ceph_Hammer_to_Jewel
But I get an ERROR:
When I restart node OSD still active and my VMs are suspended


UPD: If I manualy stoped the OSD and reboot node, OSDs goes up after booting.

Who knows what it could be?

the screenshot shows that one of your monitors is down, not one of your OSDs.. check your monitors?
