ceph bucket acl

I'm trying to give full permissions to the bucket to another user using s3cmd. I enter "s3cmd setacl s3://mybucket –acl-grant='all:user'". I go under the owner through s3browser - there is a checkmark. I look "s3cmd info s3://mybucket" I see the line "ACL: user: FULL_CONTROL". I am connected under user through s3browser - I do not see a bucket. Please tell me where is the mistake.
