16.2.8 should be available soon after its release. Currently it is stuck on some regressions, especially: https://github.com/ceph/ceph/pull/45963
according to the ceph-devel Mailing List.
As for Quincy, I can't give you any info regarding when exactly it will be available.
For now it still needs further testing from our side and will be released once we're satisfied with the experience (Upgrade Instructions, Stability, Packaging Issues and so on).
It will be a while at least.

UPgrade went without a hitch on a 3-node test cluster.

Of course, full machine restart was done for everything to be up to version.
FYI, upgrade docs are now available, but we see the Quincy release as preview one currently, while we currently don't know about any issue, we'd still like to get more feedback and would like to incorporate the first 17.2.1 point release before recommending an upgrade widely.
