Can't connect to webui

I can't connect to webui, a was earlier today. But then after I upgraded the grub proxmox can't be reach anymore. But the grub doesn't seem to be the problem because
I have reinstalled proxmox, but still I can't reach the webui. Could it be the network card ?

Getting:

10.0.0.23 took too long to respond.

Getting:
Connection timeout

Have tried to turn off the firewall and anti virus (Windows 10)
I have attached to images
I suspect a faulty LAN card
