Cannot access via VNC from outside

I just finished setting up proxmox, and isnstalled Puppy. What I am trying to do is to set up 10 Puppy VMs for internet access for foreign users, so I need something like thin client setup.

Tried:
change vnc 0.0.0.0:100 in MONITOR
(I guess you put the actual IP address of the VM, right? I tried the actual IP, but did not work. Kept as 0.0.0.0, but no success)

args: -vnc 0.0.0.0:100 in .conf file did not work, so I put the actual IP of the VM, still no success.

When I try to access from TigerVNC viewer, and RealVNC viewer, I put:
192.168.2.178:6000

But I get:
unable connect to socket: Connection refused (10061)

IP is received from a DHCP server.
What am I doing wrong? Please help!

I think , the proper way to do thiis in proxmox would to create 10 users account, and configure these accounts so that they only have access to their single VM.

Are you saying 10 accounts in proxmox? What is different from giving them password for a VPN password?

Anyway, first step is to allow VPN from outside users. Where am I doing wrong?
