Can ZFS ARC reduce download speed somehow?

I had my PVE running with default values and noticed memory consumption was abnormal. I have MeTube installed and download speed was around 2~4 Mbps. I started digging into the issue and found this thread which explains the reason and the fix and I applied the same 6G reduction. From there the download speed went from 2~4 to less than 100 kbps and I can't explain the reason so I wonder if this reduction did change something somehow. I have a non-used 512G SSD, can it be used for ARC or it has to be memory?

ZFS ARC cache should not affect download speed. Try rebooting your modem/router and do a Google speed test.

For your unused SSD, you could add it as L2ARC to your pool but using all 512GB is probably overkill.
