I'm starting out with proxmox ve on an i5 NUC. Before moving on I want to replace the disk, but there is already some data on the old disk. Can I use the proxmox ve installer (on USB disk) to boot from it, wipe the current disk, before I switch the hardware (and then use the installer to start over)?

You can exit the installer and then use the shell to wipe the disk for example with fdisk or dd. Not sure which button combination is used for that. I think it was just a CTRL+C.

Sadly, it isn't. And the rescue boot boots from the Debian on the internal boot disk.
