I have moved the drive that contained the Drive Files for a VM, and I would like to create a new VM with those drives.... The Server is just under 3.5TB. I have tried to back it up to a NAS share and then restore it, But it was taking forever..... Is what i'm attempting possible?

Sure, you can :
a) create a storage pool pointing to the location where the files are now (the type might be nfs, dir, etc)
b) move files in appropriate directory structure https://pve.proxmox.com/wiki/Storage:_Directory#:~:text=VM images-,images/<VMID>/,-ISO images
c) qm rescan
d) assign new "unused" disks as appropriate for your environment, ie if one of them is boot disk - assign and configure it that way. If you have no boot disks in that list, then you need to create one, install OS, then assign the old disks to VM

Measure twice before making any changes. If you delete or overwrite the disk by accident - its gone.

Good luck
