Bridged network issues

Good evening, everyone. Could you please tell me what the problem might be?

[PVE 8.2.4]<---->[MT1]<---->[MT2]<---->[PC]<==>[USB LTE Router]

PVE is connected to MT1(Mikrotik) which is connected to MT2 by EoIP and MT2 is connected to PC with USB LTE Router.
IP addresses: PVE 10.0.0.10/16, LXC 10.0.0.100/16, VM 10.0.0.101/16, MT1 10.0.0.20/16, MT2 10.0.0.21/16, PC(br0) 10.0.0.30/16, USB Router 10.0.2.110/16
PC has bridge br0 with ports eth0(connected to MT2) and usb0(virtual ethernet interface by cdc_ether module).
PVE can ping both PC and USB Router, LXC can ping both PC and USB Router(and connect to router web UI), VM can ping only PC, no ping and no connection to web UI of USB router.
MT1 and MT2 also can't ping USB router, but can ping other adressess.
Tcpdump at PC show that there is no ARP reply from USB router when VM or MT send ARP request, for requests from PVE ARP reply is OK.

What problem might be with br0 at PC, or with vmbr0 PVE that VM can't connect with USB router ?
