Blocking or interfering with UDP?

Does Proxmox 5 do anything by default that might block or interfere with UDP for containers and VMs? I'm having issues setting up FreeIPA on a VM in Proxmox and the consistent issue is UDP -- it can't reach out to the NTP pool, can't reach out to the NTP server running on a physical domain controller, and the domain controller can't reach the DNS server running on the Proxmox VM.

No.

Maybe restricted somewhere by a firewall? In case of doubts follow the IP packets via tcpdump.
