block subject not correct

I set filter as attach:
I sent email with subject: "Về KHKD 2020" it block with notify:
Subject: =?utf-8?Q?V=E1=BB=81_KHKD_2020?=
Matching Rule: block subject
Rule: block subject

this subject not contain fiter, anyone help me debug this error ?

please provide the logs for the mail - take them from /var/log/syslog
