Block entire TLD from mail sending

before I was using PM I wrote my own inet policy listener that would deny based on certain db rules
eg block all mail from .ru .in etc as I have no business there and block these tlds from being able to send (spam) mail

where can I now enter these domains in a blacklist ?
 
In the rule-system - there even is a rule in the default ruleset called Blacklist - just add a regular expression '.*\.ru' to the corresponding Who Object.
