blacklisted but not +100

In your documentation : " For mail addresses on a user’s blacklist, the spam score will be increased by 100. "
When a user blacklists an email address, I don't see the +100 on the spam calculation (on a new email from this blacklisted address)
. Is this normal?

please verify that the address is indeed matching.
If this does not help - share the complete logs of the mail - and a screenshot from that user's blacklist so we can see why it does not work
(entries in the user lists are logged explicitly in the journal)
 
Does anyone know why the global blacklist works perfectly but not the user blacklist. I have added this rule when the score exceeds 50 (the user blacklist should add 100 but I don't see the +100 in the calculation of the score).

My emails blacklisted by user are always in quarantine but never blocked.

Does this +100 appear for anyone ?
It works with my tests here - as said above if everything matches there is a logline for the user BL match:
Dec 16 09:51:43 pmg pmg-smtp-filter[911]: 6AE61675FEEEEEEEE: sender in user (test@test.example) blocklist

do you maybe have some custom-scores set or some other modification to the spamassassin config on your system?
