Auto-Start VM with PCIe Passthrough Binds Device before start-wait expires (PVE9.0)

It seems like I just had a machine in which I accidentally bound both the iGPU and only configured NIC to a VM configured for to AutoStart after a 90s delay- however the system would either reset or go unresponsive Immediately after the "Preparing Init RamDisk" (whatever Proxmox 9.0's GRUB Echo line is).

Is this a bug, or "working as designed?"
