I have submitted to the devel mailing list 1/8, however it says that it is pending approval to be submitted by an admin. I wasnt sure the right topic to post under, but did know that sending to the mailing list was not available to me

Sending to our mailing-lists is possible in general - but posts by non-members are held for moderation
Usually we forward them to the list within one day - but it could happen that one of the admins accidentally misreads a post as spam.
(I don't think that happened in this case though)
I'd suggest to subscribe to the list to avoid the longer wait:
