Sorry if I have missed something obvious. I'm spinning up a bunch of VM's and happy for them to be blocked off in the firewall at least IN anyway. Is there any way to have the guest firewall enabled for new VM's by default?

You could solve that using VM templates. Then you can preconfigure the firewall in the template according to your needs. In addition, I there is also Cloud-Init support if you need.
