All spam sent to attachment quarantine instead of spam quarantine

I have attachment quarantine working correctly but all spam (with or without attachments) is being sent to the attachment quarantine. There is no data in the spam quarantine. I have set up the spam level 3 rule as above. Please can you tell me what I am doing wrong? Thanks

Check the logs of the affected mails - that should show you what happened with a particular mail.
For attachment quarantine a copy with all attachments is put there - the mail with the matching attachments removed is processed further.
(this means it could be accepted and sent to the recipient) - The logs will show this.
