All policies do not work when configuring PMG and Office365 Outlook.

I have configured the user blacklist and set it in the blacklist. In the mail filter, I put its priority at the top. However, this email was not intercepted and is usually sent to my mailbox. The PMG tracking center also has a record.

When I expand the tracking center, I see that there is no information about the score in the record. Is it because the email has no score? If so, how to turn on scoring?

Are you sure that this mail arrived on the external port of PMG? (the rule screenshot you pasted shows that the rule is only active in the inbound direction (meaning it is received on the external port)
