All my rule not working

After reboot all my rule not working!
This is my pmgdb dump block IP 103.57.220.29
root@mailgw:~# pmgdb dump
Found RULE 4 (prio: 98, in, active): Blacklist
FOUND FROM GROUP 2: Blacklist
OBJECT 534: 103.57.220.29
But check email still send:



Please guide me fix bug!
