timed out for waiting the udev queue being empty
Gave up waiting for root file system device. Common problems:
- Boot args (cat /proc/cmdline)
- Check rootdelay= (did the system wait long enough?)
- Missing modules (cat /proc/modules; ls /dev)
ALERT! /dev/mapper/pve-root does not exist. Dropping to a shell!

I have this exact same issue. If I reboot into the previous kernel it (5.15.158) it boots just fine. If I boot it into 6.8.12 (normal or recovery) I get this issue.
