Looking for some advice. I currently have running proxmox 8.4.19 and would like to upgrade to proxmox 9. The host is a standalone server and is currently running my Firewall (OpnSense 26.1.11) VM. This VM pass all traffic from the network out to the WAN service provider. Normally the installation process has all of the VM's shutdown. However this will sever my internet connection and that will end any hope of upgrading. Is there a way to perform this migration while the VM is still running? Or is there a way to pre download all that is need and then upgrade?

Never had any issues upgrading while keeping the OPNsense/router VM running. Your mileage may obviously vary.
Just make sure you have backups (which you should anyway) so in the unlikely case something fails you can always do a plain PVE 9 install and restore.
If you prefer to shutdown the router VM you can download all packages by adjusting the sources and
