Adding VM onto the same management LAN that PVE host is on

My servers typically fall under 2 networks - each server has two ethernet ports on one of these two networks going to different switches.

Port 1 - 10.1.0.0/16 = standard network traffic
Port 2 - 10.101.0.0/24 = management network - tightly restricted, ILOM/IDRAC stuff, vSphere, Proxmox

I'm trying to add a VM (specifically, Proxmox Datacenter Manager) which sits inside the 10.101 network interface. I can access, ping, ssh, web ui the Proxmox hosts directly (as well as vSphere).

I can't aceess PDM, however I can access it if I ssh port forward from one of the PVE hosts. I know PDM is online and working, but I can't access.

Everything is passing through a Palo Alto firewall running PAN-OS. I'm not sure if I'm misconfiguring something in PVE or in the PAN-OS.

One of the servers I've got running in vSphere is vCenter Server which also sits in the 10.101.0.0/24 network and I can access it just fine.

Sorry if this isn't clear...but I'm stumped!

10.101.0.1 is the default gateway

Editing for more info - this is from the PVE console (the host running PDM)

This is from a ESXi host on the same physical netowork

This is from the PDM console (37 = the pve host this is on, 40 = another pve host, and 36 = the exi host above)

The VM's network is on vmbr0
