Accessing Windows 10 on a VM from another device

If I install Proxmox on a NUC and create a VM for Windows 10 would I have access to it on any computer by using an IP address? Also would the programs installed on that Win 10 be accessible too? For instance, Blue Iris.

I currently have Proxmox on a less powerful NUC with Home Assistant (it runs great) and Blue Iris on another more powerful NUC without Proxmox. It would be nice to have everything on one computer.

yes, you can access the PVE GUI using your browser and start a VNC console on your win10 machine from there.

Also would the programs installed on that Win 10 be accessible too? For instance, Blue Iris.
it would, but for "blue iris" you might have to do some extra things like passing devices to your VM (our wiki and documentation talks about device passthrough)

not necessarily, was just an example. you can also access it normally with an IP address if the VM has an IP on your network.
