apt -f installI’m not upgrading. I’m installing the new version from the start. I changed the usb stick and still the same.

You could try:
1) check the downloaded file with hash to make sure it's not corrupted
2) maybe check it again after copying to the USB stick
3) Is your partition big enough? Proper format?
4) not rufus or iso maker...make the USB with
